"What ticks an Offset Programme, debunk the myth"
Dear members and friends,
The offset programme is a key element for government projects with high value public procurement, beyond the specific financial threshold.
Among others these companies are obligated to develop industries which are high job creation oriented, which can be related to the industries in which they won contracts (direct offset) or projects identified by the Government as strategic industries (indirect offset).
Purchasing countries see offsets as an opportunity to extract technology transfer, as well as employment, investment and export sales opportunities. However, establishing the actual impact of offsets, is not easy. The subject is shrouded in confidentiality and myth, with anecdote and generalisation pervading even the knowledgeable.
About the speaker
As Regional Offset Manager for Thales South East Asia, Ludovic Rousseau has responsibility for offset coordination for the country with a national offset Policy (Malaysia and Indonesia). Ludovic joined Thales in 1998 in industry department of Thales Airborne System first as apprentice, then manufacture engineer and later Radar Antenna workshop Manager (for Rafale aircraft).
From 2008 to 2012, Ludovic worked for Thales Airborne System as Supply chain manager localized in aircraft manufacturer premises in Turkey for Maritime Patrol Aircraft project.After 4 years at Thales Optronic as Transfer of Technology Manager then Bid Manager, Ludovic has joined Thales Malaysia in 2016.
Ludovic is graduated from University of Technology of Belfort Montbeliard (UTBM) as process Engineer. Ludovic resides with his family in Kuala Lumpur.
