Morning Talk: Stamp Duty Briefing: Key Information on Recent Changes

CCIFM Morning Talk explained Malaysia’s new stamp duty self-assessment, helping businesses adapt to new compliance rules.

On 26 February 2026, CCIFM hosted a Morning Talk on Malaysia’s transition from official assessment to self‑assessment for stamp duty on 1 January 2026, marking a major shift in compliance responsibilities. Businesses now had to determine which documents were subject to duty and ensure timely stamping under the Stamp Act 1949.

Guest speakers Ms. Maike Rohwer and Mr. Lukas Kirchhof from Luther Corporate Services unpacked what the new system meant in day‑to‑day practice, from identifying stampable instruments to navigating the new digital portal. Participants gained clarity on common pitfalls, key requirements, and practical steps to strengthen internal processes.

The session explored what qualified as a stampable instrument, how to categorise dutiable documents, who was responsible for filing and payment, which instruments fell under self‑assessment from 1 January 2026, and how the new portal operated.
