MIDA Introduces MIDA Expatriate System (MES) as the New Mandatory Platform for Expatriate Applications

MIDA has announced the implementation of the MIDA Expatriate System (MES) as the new platform for expatriate-related applications for companies in the Manufacturing Sector and selected Services Sectors under its purview.

Effective 1 June 2026, all new applications must be submitted through MES via Single Sign-On (SSO) access in the Xpats Gateway. As a result, new MIDA-related submissions through Xpats Gateway or ESD Online will no longer be accepted.

The new requirement applies to:

  • Employment Pass (EP)
  • Professional Visit Pass (PVP)
  • Employment Pass – Foreign Graduate
  • Dependant Pass (DP)


Applications submitted before 1 June 2026 through Xpats Gateway or ESD Online will continue to be processed in those systems until completion.

Companies should note that labour market testing requirements remain unchanged. Applications under MIDA's purview must still be supported by the relevant approvals from the Department of Labour (JTKSM) and MYFutureJobs.

MIDA has also advised companies to avoid duplicate submissions across different platforms. Any new application submitted outside MES after 1 June 2026 will not be processed.

This new system forms part of Malaysia's efforts to streamline expatriate application procedures and centralise the management of foreign talent under a single platform.
