Deisigan ShammugamEconomist, World Bank

Deisigan is an economist with a strong track record in public policy formulation. He is currently with the World Bank, where he leads flagship publications such as the Malaysia Economic Monitor and drives analytical work on subnational growth and fiscal sustainability.  

Previously, Deisigan spent nearly a decade at Bank Negara Malaysia, where he held key roles in both fiscal and monetary policy. He contributed to the design of national budget measures on a broad range of issues, including the GST/SST transition, the implementation of the sugar tax, and the eventual abolishment of the national service program. On the monetary front, he played a central role in assessing monetary policy transmission during the COVID-19 crisis and shaping unconventional credit-related interventions such as the loan moratorium.

Deisigan holds a Master of Public Policy from the London School of Economics and Political Science and a bachelor’s degree with a double major in economics and finance from Emory University. His work reflects a deep commitment to evidence-based policymaking and inclusive economic development.
